Export Shipments

Check whether an export shipment needs a license before it leaves: enter the ECCN or EAR99, destination and end user, read the answer, and draw the license it ships under.

Export shipments tells you if a shipment needs an export license before it leaves. Every answer is kept.

A determination aid, not a BIS ruling or a license. You are responsible for your export classification and any license you need.

When you’d use this

  • A shipment is about to leave and you need to know if it needs a license.
  • An item is EAR99 and you want the end user and destination checked too, since EAR99 does not mean no license ever.
  • You ship humanitarian aid and need to see which OFAC general license applies.

Check a shipment

  1. Go to Sidebar → Trade → Export → Export shipments.
  2. 1. Classify: enter the ECCN or EAR99 from your classification, the Quantity and the Value (USD).
  3. 2. Destination and end user: enter the Destination country (two letters) and the End user. Tick Humanitarian aid shipment if it is one.
  4. Click 3. Get the answer.

The answer reads License required or No license required, with the basis. The end user is screened against restricted-party lists as part of the check. If a license is required, ship under one from Licenses; each shipment draws that license down.

When Muin does not carry the reasons for control for an ECCN, the answer says it may need a license and points you to the Commerce Country Chart or your broker; it never reads as no license. For a destination under U.S. sanctions or embargo (Russia, Belarus, Cuba, Iran, North Korea, Syria), every line needs a license or a broker check, EAR99 included.

For a humanitarian aid shipment, Muin links to Check an aid shipment against OFAC general licenses. A check against published OFAC general licenses, not an OFAC license. If no general license covers it, you need a specific license from OFAC.

What it affects

  • Every checked shipment is listed under Recent shipments.
  • A shipment drawn against a license lowers that license’s remaining quantity and value.

When it goes wrong

What you see What it means How to clear it
“The end user is a potential match on a restricted-party list.” The end user matched a list entry. Resolve it in Screening before the shipment leaves.
“Enter EAR99 or an ECCN such as 5A002.” The classification is not in a recognized form. Enter EAR99 or the ECCN.
“Enter the two-letter country code, like DE.” The destination is not a two-letter code. Use the two-letter country code.
“No shipments checked yet” Nothing has been checked. Check one above.
