The Services Console and Recipient Attestations
One screen for everyone you serve: today's distribution, the people on your rolls, who needs certifying, what to do when a recipient's certification expired (you do not turn them away), and the compliance statement they agree to.
Everything about the people you serve sits on one screen, and the statement they agree to when you certify them is yours to write.
When you’d use this
- It is distribution morning and you want the day’s numbers and one button into the desk.
- Somebody walked in who is not on your rolls and you need to add them now.
- A list of forty names arrived from a partner and you need them imported.
- Your counsel reviewed the TEFAP attestation wording and you need to put it live.
The Services console
-
Go to Nonprofit > Distribution > Recipients.
-
The console opens on Today. Four tabs:
Tab What it is for Today Today’s distribution, who has been served, and one button into the desk Neighbours Everyone you serve: add a walk-in, import a list, merge duplicates, link a household Certifications Who needs certifying and whose certification has run out Distributions The days and places people come to collect, and the desk for each one -
Each tab shows its own one-line help, so you do not have to guess what it covers.
The tabs are deep-linkable, so a link to the certification queue lands on the right tab rather than the console’s front page.
Certification and expiry
Certifications separates two different situations: people who have never been certified, and people whose certification has run out.
Expiry is a reminder to renew, not a turn-away. A household whose certification lapsed is still somebody you can serve while you re-certify them. Muin surfaces the lapse so you remember to do the paperwork, not so the desk refuses them.
Adding and merging people
On Neighbours you can add a single walk-in, import a list, merge duplicates when the same person is on the rolls twice, and link people into a household so limits and history apply to the household rather than to one name.
Bringing over cards from your old system
If your recipients already carry tap cards from a previous system, you do not have to re-card everyone. Muin can remember an existing card by its hardware ID. Each recipient has one active card at a time; adding a new card retires the old one.
To migrate a whole list:
- On Neighbours, select Migrate cards.
- Upload a CSV with
client_numberoremailto match each recipient, andnfc_uid, the card’s hardware ID. - Select Preview and read the result: which rows would add a card, which are already migrated and will be skipped, and which have errors (an unknown recipient, a missing ID, or an ID already on someone else’s card) with the row number.
- Select Import cards. Running the same file again is safe; rows already migrated are skipped.
To enroll one card when a recipient shows up with it, open Muin Go, go to the distribution card enrollment screen and choose Enroll an existing card, find the recipient by name or client number, and hold their card to the phone.
To replace an existing card with a signed Muin card that cannot be forged, open the recipient and choose Issue NFC card. The old card stops working at once. For a distribution that should accept only signed cards, tick Require signed recipient cards at check-in on the event; client number lookup and name search still work there.
Attestations
Nonprofit > Distribution > Attestation Settings holds the compliance statement a recipient agrees to at certification. Muin ships starter copy for three programs: TEFAP, CSFP and General, and that starter copy is marked Draft on purpose.
To put your own wording live:
- Open the program’s card.
- Set the Version label. It is recorded on each certification, so bump it when the wording changes and every past signature stays attributable to the text that was actually shown.
- Edit the statement in each language you serve. Muin ships fields for English, Spanish, Arabic, Urdu and Pashto, and renders the right-to-left languages correctly.
- Untick Draft once your counsel has reviewed it.
- Click Save attestation copy.
While any program is still on the starter copy, a banner says so at the top of the page. That banner is deliberate: a compliance statement nobody reviewed is a liability, and Muin would rather nag you than let it pass silently.
What it affects
- Certifying a household is what makes them eligible for the programs that require it, so the certification queue is the gate between intake and service.
- Merging duplicates merges their history, which means limits and prior-aid checks start seeing the full picture. Before a merge, the same person on two records looks like two households under their caps.
- Linking people into a household makes per-household limits and fairness policies apply across all of them.
- Attestation copy and its version are recorded on every certification made after you save, and the version is what an auditor matches a signature against.
- Changing attestation wording does not retroactively alter past certifications. They keep the version they were signed under.
When it goes wrong
| What you see | What it means | What to do |
|---|---|---|
| You don’t have access to services. | Your account lacks the permission | Ask an administrator for the Recipients or Distribution permission. |
| We couldn’t check your permissions | The permission lookup failed, not your access | This is not a sign that you lack access. Reload the page. |
| Some of these numbers couldn’t be loaded | The tile counts failed | Treat any zero on the page as unknown, not as none: a count that failed looks the same as a real zero. The tabs still work; reload to get the numbers back. |
| This tab couldn’t be shown | One tab failed, the rest are fine | Switch to another tab, or reload. |
| The Distributions tab is missing | You hold the Recipients permission but not Distribution | Ask for the Distribution permission if you need the desk. |
| A certification shows as expired and the desk still serves them | That is correct behavior | Expiry is a reminder to renew, never a turn-away. Re-certify them when you can. |
| Someone appears twice on Neighbours | They were added twice, probably once as a walk-in | Merge the duplicates so their history and limits combine. |
| A household member’s visit does not count against the household cap | They are not linked to the household | Link them on Neighbours. |
| The DRAFT banner will not go away | At least one program still has Draft ticked | Open each of TEFAP, CSFP and General and untick it once reviewed. |
| Failed to load attestation settings | The settings query failed | Check your connection and retry. |
