Service Distributions
Manage distribution events, client check-in, frequency limits, eligibility screening, and disbursement batches for food pantries and social services in Muin.
Muin’s Distributions module supports organizations that provide direct services to clients — food pantries, clothing closets, supply drives, and social service programs. It manages the full lifecycle from creating a distribution event through welcoming clients at check-in, tracking service frequency, matching needs to programs, recording what was distributed, and generating impact and compliance reports.
Distribution Events
What are Distribution Events?
A Distribution Event represents a scheduled occasion where your organization distributes goods or services to clients. Each event is linked to a program, fund, and location, and tracks capacity, attendance, and what was distributed.
How to Create a Distribution Event
- Navigate to Nonprofit > Distributions
- Click Create Event
- Fill in the event details:
- Name (e.g., “Weekly Food Distribution - March 15”)
- Program and Fund to charge distributions against
- Event Date and time window
- Location information
- Capacity (maximum number of clients to serve)
- Distribution Type (food, clothing, supplies, financial assistance, etc.)
- Items Available and quantities
- Save the event as a draft
Event Lifecycle

| Open | Event is active and accepting check-ins |
| Completed | Event finished, all records finalized |
To transition between statuses:
- Click Open to begin accepting clients
- Click Complete to finalize the event and lock distribution records
Client Check-In
What is the Check-In System?
The check-in system is the primary interface used during a distribution event. Staff or volunteers scan a client’s QR badge or look up their client number to check them in, verify eligibility, and record what they receive.
How to Check In a Client
- Open an active distribution event
- Click Check In or use the check-in kiosk view
- Identify the client by one of these methods:
- QR Scan: Scan the client’s ID card QR code
- Client Number: Type the client’s assigned number
- Person Lookup: Search by name
- Muin automatically:
- Looks up the person and their household
- Checks frequency limits (e.g., one visit per week)
- Runs eligibility screening if a profile is linked to the event
- Shows any active alerts or items for review
- If ready to serve, a distribution record is created and the client proceeds to service
- If needs review, the screen shows the reason (frequency threshold reached, criteria not met, etc.)
- Staff can enter an override reason to proceed if authorized
Check-In Response
After scanning, the check-in screen shows:

Recording Service
After check-in, record what the client received:
- Open the distribution record
- Click Serve
- Enter the items distributed:
- Item name, quantity, and unit
- Total weight (lbs) if applicable
- Total value
- Optionally capture a signature
- Link to a case if the client has an active case file
- Add notes about the interaction
Distribution Limits
What are Distribution Limits?
Distribution frequency rules help organizations manage capacity and plan for demand. When visit patterns indicate growing need, the system helps your team recognize it and respond.
How to Configure Limits
- Navigate to Nonprofit > Distribution Limits (or find them under Settings)
- Click Create Limit Rule
- Define the rule:
- Program (or apply globally)
- Frequency Period (daily, weekly, biweekly, monthly)
- Maximum Visits per period
- Apply to Household (counts all household members together) or individual
- Save the rule
How Limits are Enforced
During check-in, Muin evaluates all applicable limit rules:
- Counts the client’s (or household’s) visits within the current period
- If the count meets or exceeds the maximum, the check-in is blocked
- The block reason includes the rule name and when the client will next be eligible
- Authorized staff can override with a documented reason
Managing Limits
- Edit a limit rule to adjust the frequency or maximum visits
- Delete a limit rule (built-in system limits cannot be deleted)
- View limits filtered by program to see rules for a specific service area
Eligibility Screening
What is Eligibility Screening?
Eligibility Screening determines whether a person qualifies for specific services based on criteria such as income, household size, geographic area, or program-specific rules. Profiles define the criteria, and checks are run automatically during check-in or manually on demand.
Setting Up Eligibility Profiles
- Navigate to Nonprofit > Eligibility Profiles
- Click Create Profile
- Define the eligibility criteria:
- Profile Name (e.g., “Food Pantry - 200% FPL”)
- Entity Type and Entity ID to link to a specific program or event
- Income Threshold as a percentage of Federal Poverty Level (FPL)
- Geographic Requirements (zip codes, counties, etc.)
- Documentation Requirements (ID, proof of address, etc.)
- Active flag
- Save the profile
Running an Eligibility Check
Checks can run automatically during distribution check-in or manually:
- Navigate to the eligibility profile
- Click Run Check
- Select the person and optionally specify:
- Household ID
- Household income
- Household size
- Muin evaluates the criteria and returns a pass/fail result
- The check result is stored with an audit trail
Overriding a Check
If the eligibility criteria do not match a client’s current situation but they should be served (emergency, pending documentation, etc.):
- Open the eligibility check result
- Click Override
- Enter the reason for the override
- The override is recorded with the staff member’s identity for audit purposes
Federal Poverty Level (FPL) Tables
Muin maintains Federal Poverty Level tables used in income-based eligibility:
- View current FPL thresholds by household size
- Tables are available for the 48 contiguous states, Alaska, and Hawaii
- Administrators can update FPL tables when HHS publishes new guidelines
Eligibility History
View a person’s complete eligibility check history:
- Navigate to the person’s profile > Eligibility tab
- See all checks, results, and any overrides
- Use history to verify compliance during audits
Client ID Cards
What are Client ID Cards?
Client ID Cards give each person a unique client number and a QR code that can be scanned during check-in. Cards can be printed as PDF badges.
How to Generate Client IDs
Individual:
- Navigate to a person’s profile
- Click Generate Client ID
- Muin assigns a unique client number and generates QR data
- Click Download ID Card to get a printable PDF
Batch:
- Navigate to Client IDs > Batch Generate
- Select specific persons or let Muin find all persons without a client number
- Set the batch size limit
- Click Generate
- Muin creates client numbers for everyone in the batch
Scanning and Lookup
During distribution events:
- Scan the QR code on the ID card to instantly identify the person
- The scan returns the person’s name, client number, and household information
- If a scan fails, fall back to client number or name search
Distribution Reports
Statistics
View aggregate distribution statistics for any date range:
- Total clients served
- Total items distributed
- Total weight and value
- Breakdown by fund, program, and distribution type
- Comparison across time periods
Running a Report
- Navigate to Nonprofit > Distribution Reports
- Select a date range
- Optionally filter by fund
- View the statistics dashboard
- Export data for external reporting (USDA, state agencies, board reports)
Tips & Best Practices
- Pre-register clients: Generate client IDs before distribution events to speed up check-in
- Test your rules before going live: Create a test event and verify that frequency rules work as expected
- Train volunteers on the check-in screen: The check-in interface is designed for simplicity but staff should understand alerts and overrides
- Update FPL tables annually: When HHS releases new poverty guidelines (usually January), update the tables to keep eligibility checks accurate
- Record everything during service: Detailed item records and weights are required for USDA and grant reporting
- Use household-level tracking for family programs: Ensures your team sees the full picture of a household’s needs in one view, so service is coordinated
- Review overrides regularly: Override patterns can reveal where your criteria may need updating to better match community needs
Common Issues
| Problem | Solution |
|---|---|
| Client flagged for review but should be eligible | Check the review reason. If it is a frequency threshold, verify the period and count. If eligibility criteria, run a manual check and override if warranted. |
| QR code not scanning during check-in | Ensure the client card is not damaged or faded. Try a manual client number lookup. Regenerate the ID card if needed. |
| Eligibility check returning incorrect result | Verify the eligibility profile criteria (income threshold, FPL percentage). Check that FPL tables are up to date for the current year. |
| Distribution event cannot be opened | Verify the event has a linked program and fund. Draft events without required fields cannot transition to Open. |
| Household visits counting incorrectly | Confirm the limit rule has “Apply to Household” enabled. Verify household membership is correct in the CRM. |
| Client number already assigned | Client numbers are unique per tenant. If a number collision occurs, regenerate for the affected person. |
