The Hidden Cost of New-Hire Onboarding
At a 12-person mosque, a new youth coordinator starts on a Monday. By Thursday — payday — the HR manager has sent five reminder emails:
- W-4 not submitted (payroll can’t withhold correctly)
- I-9 Section 1 submitted but not verified (employer verification overdue)
- Direct deposit form empty (a check will have to be cut manually)
- No compensation on file in the system (payroll doesn’t know the hourly rate)
None of this is unusual. The information is scattered across email, PDF attachments, and the payroll provider’s own onboarding flow — none of which talks to Muin or the GL.

The Payroll-Ready Workflow
Muin’s onboarding workflow treats “ready for payroll” as an explicit gate — not a checkbox someone remembers to tick, but a system state that blocks the new hire from appearing in a payroll run until all prerequisites are in place.
The gate conditions:

- W-4 submitted
When all three pass, the workflow transitions the employee to payroll_ready → active automatically and emits an event the next payroll register can act on.
What the New Hire Sees
The employee receives a link to Muin’s onboarding portal. No Muin account required.
From the portal, they:
- Fill in personal info and emergency contacts
- Complete their W-4 digitally (federal withholding)
- Submit their I-9 Section 1 (employer completes Section 2 separately)
- Enter direct deposit routing and account numbers
- E-sign required documents
Each step is validated in real time. If the routing number doesn’t pass the ABA check, they’re told immediately — before they save.
What HR Sees
The HR manager sees a single onboarding dashboard. Each new hire shows a progress bar across the five collection stages. Overdue tasks are highlighted; the manager can send a one-click reminder without leaving the dashboard.
When an employee completes all required documents, the workflow automatically:
- Runs the payroll-readiness agent (checks compensation + direct deposit + W-4)
- If all gates pass: transitions the employee to
activeand notifies HR - If any gate fails: sends a targeted nudge to the employee naming exactly what’s missing and flags it for HR review
The I-9 compliance clock (typically 3 business days for Section 2) is tracked automatically. HR receives an alert if Section 2 is approaching overdue.
From Active to Payroll Register
Once an employee is active, they appear automatically in the Pre-Payroll Audit when their pay start date falls within the current period. The audit flags them as “new hire — verify compensation and hours” so they’re not silently missed.
At payroll time, the HR manager imports the register (or syncs from QuickBooks), and the new employee’s row resolves automatically — no manual lookup of their email or employee number.
The Agentic Layer
